Kathmandu. The National Planning Commission has set limits for the government to make a budget of Rs 1.744 trillion next year. But even beyond such limits, the Ministry of Finance has a tradition of making budgets. The resource committee headed by the vice-chairman of the Planning Commission has recommended that the amount be increased by about 13 percent compared to the revised budget of the current fiscal year.

The government has reduced the amount to Rs 1.632 billion and said that it cannot be mobilized. The Planning Commission has again given a limit of around Rs. The commission has already provided budget ceiling to the ministries. In order to make the budget bigger, the figures of revenue, foreign grants, foreign loans and domestic loans will have to be increased drastically, which seems far from the reality.

According to a document provided by a Planning Commission source, the government has been recommended to set a revenue target of Rs. 129.49 billion next year. The government has set a revenue target of Rs 1.05 trillion for the current fiscal year, up more than 50 per cent or Rs 631 billion in seven months. Other government sources are disappointing, even though the revenue is close to the target. Out of the expected foreign grant of Rs 50 billion, only Rs 6.22 billion or about 10 percent has been received in six months. But the Planning Commission has advised to set a target of Rs 50.51 billion for the coming year.

According to the mid-term review of the budget, the foreign debt target for the current year was 206 billion. But in six months, the government has managed to get only 9 percent of the target, or 25.34 billion rupees.
